60 years later, why is the Chandipora virus still infecting India unprepared?

Every few years, the Chandipora virus returns with remarkable speed. Within days, previously healthy children develop fever, seizures and encephalitis. Many of them die before doctors can do much more than manage their symptoms.
The virus has already killed 23 people this year, and more than 200 cases have been recorded in the past two months. A joint national multidisciplinary outbreak response team is currently investigating the outbreak in Gujarat and Rajasthan, while Maharashtra is investigating the outbreak. Issued Statewide alert.
